V zmysle \u0161tat\u00fatu a kontraktu medzi ministerstvom a\u00a0nami, je na\u0161ou \u00falohou rie\u0161i\u0165 odborn\u00e9 vzdel\u00e1vanie a pr\u00edpravu a aj vzdel\u00e1vanie dospel\u00fdch. Tak\u017ee p\u00f4sob\u00edme hlavne v oblasti stredn\u00fdch odborn\u00fdch \u0161k\u00f4l, kde rie\u0161ime mno\u017estvo t\u00e9m s\u00favisiacich so \u0161t\u00e1tnymi vzdel\u00e1vac\u00edmi programami a nastaven\u00edm ur\u010dit\u00fdch pravidiel, ktor\u00e9 sa t\u00fdkaj\u00fa odborn\u00e9ho vzdel\u00e1vania. V tomto smere spolupracujeme hlavne so stavovsk\u00fdmi a profesijn\u00fdmi organiz\u00e1ciami a potom tu m\u00e1me \u010fal\u0161iu ve\u013ek\u00fa oblas\u0165 a tou je vzdel\u00e1vanie dospel\u00fdch.<\/p><p><strong>E\u0161te st\u00e1le m\u00e1\u0161 \u010das&#8230;<\/strong><\/p><p>V t\u00fdch oblastiach prich\u00e1dzame do styku so zamestn\u00e1vate\u013emi, stavovsk\u00fdmi organiz\u00e1ciami, ale aj \u010fal\u0161\u00edmi organiz\u00e1ciami ministerstva \u0161kolstva a v neposlednom rade, \u010do sa t\u00fdka vzdel\u00e1vania dospel\u00fdch, tak tam v poslednom obdob\u00ed spolupracujeme s \u010fal\u0161\u00edmi organiz\u00e1ciami, ktor\u00e9 sa zaoberaj\u00fa vzdel\u00e1van\u00edm dospel\u00fdch.<\/p><p><strong>Dosta\u0148me sa k odborn\u00e9mu vzdel\u00e1vaniu. Odborn\u00e9 vzdel\u00e1vanie m\u00e1me v n\u00e1zve. <\/strong><strong>Sme \u0160t\u00e1tny in\u0161tit\u00fat odborn\u00e9ho vzdel\u00e1vania. Skratku OVP, pre nezainteresovan\u00fdch odborn\u00e9 vzdel\u00e1vanie a pr\u00edpravu, pou\u017e\u00edvame takmer ka\u017edodenne. Vysvetlime si, \u010do v\u0161etko do odborn\u00e9ho vzdel\u00e1vania patr\u00ed a \u010do s\u00fa jeho najaktu\u00e1lnej\u0161ie t\u00e9my.<\/strong><\/p><p>Aby som roz\u0161\u00edril to, \u010do som povedal na za\u010diatku, tak samozrejme, do odborn\u00e9ho vzdel\u00e1vania a pr\u00edpravy, patr\u00ed hlavne pr\u00edprava \u0161t\u00e1tnych vzdel\u00e1vac\u00edch programov. \u010ealej s\u00fa to s\u00fa\u0165a\u017ee, ktor\u00e9 organizujeme v spolupr\u00e1ci s jednotliv\u00fdmi akt\u00e9rmi a potom tu m\u00e1me cvi\u010dn\u00e9 firmy. M\u00e1me stredisko cvi\u010dn\u00fdch firiem, ktor\u00e9 je s\u00fa\u010das\u0165ou siete Pen Worldwide, ktor\u00e1 zdru\u017euje cvi\u010dn\u00e9 firmy z cel\u00e9ho sveta. Tak\u017ee toto s\u00fa tie hlavn\u00e9 t\u00e9my, \u010do sa t\u00fdka odborn\u00e9ho vzdel\u00e1vania a pr\u00edpravy.<\/p><p>Ale trochu sa vr\u00e1tim do hist\u00f3rie, preto\u017ee v predch\u00e1dzaj\u00facom obdob\u00ed sme rie\u0161ili dva ve\u013ek\u00e9 n\u00e1rodn\u00e9 projekty a to je n\u00e1rodn\u00fd projekt Du\u00e1lne vzdel\u00e1vanie, ktor\u00e9 patr\u00ed pod odborn\u00e9 vzdel\u00e1vanie a pr\u00edpravu. A druh\u00fd projekt Syst\u00e9m overovania kvalifik\u00e1cii, ktor\u00fd s\u00favis\u00ed so vzdel\u00e1van\u00edm dospel\u00fdch a tento n\u00e1rodn\u00fd projekt sa premieta do nov\u00e9ho z\u00e1kona o vzdel\u00e1van\u00ed dospel\u00fdch, ktor\u00fd by mal plati\u0165 od 01. 01. 2025. To znamen\u00e1, \u017ee my sme k tomu pripravovali ur\u010dit\u00e9 podklady, aby sa veci z tohto projektu dostali do nov\u00e9ho z\u00e1kona. A t\u00fdm p\u00e1dom nadv\u00e4zujem na to, \u010do sa bude dia\u0165 bud\u00facnosti, preto\u017ee by sme mali by\u0165 zainteresovan\u00ed aj v\u00a0certifik\u00e1cii in\u0161tit\u00faci\u00ed, ktor\u00e9 bud\u00fa vzdel\u00e1va\u0165 dospel\u00fdch.<\/p><p><strong>Tak\u017ee, ke\u010f do toho vst\u00fapim, tak na\u0161e sk\u00fasenosti z\u00a0projektov a sk\u00fasenosti na\u0161ich kolegov sa odr\u00e1\u017eaj\u00fa v legislat\u00edvnych \u00faprav\u00e1ch&#8230;<\/strong><\/p><p>Tak ako som spom\u00ednal, n\u00e1rodn\u00fd projekt Du\u00e1lne vzdel\u00e1vanie bol v\u00a0podstate podkladom k tomu, aby sa ustanovil z\u00e1kon 61 v roku 2015, ktor\u00fd sa novelizoval v roku 2018 a potom 01.01.2022. A to vyplynulo aj z toho n\u00e1rodn\u00e9ho projektu, kde sa rie\u0161ilo mno\u017estvo t\u00e9m a ktor\u00e9 sa potom premietli aj do legislat\u00edvneho r\u00e1mca, ktor\u00fd moment\u00e1lne existuje. A tie sk\u00fasenosti a znalosti, ktor\u00e9 sme z\u00edskali, budeme vyu\u017e\u00edva\u0165 aj v \u010fal\u0161om pokra\u010dovan\u00ed \u010fal\u0161\u00edch projektov, o ktor\u00fdch budeme hovori\u0165, tak\u017ee v tomto smere n\u00e1m projekty pom\u00e1haj\u00fa roz\u0161irova\u0165 p\u00f4sobenie \u0160t\u00e1tneho in\u0161tit\u00fatu odborn\u00e9ho vzdel\u00e1vania na \u010fal\u0161ie oblasti, s\u00favisiace nielen so \u0161t\u00e1tnym vzdel\u00e1vac\u00edm programom, \u010di legislat\u00edvou, ale aj praktick\u00fdmi sk\u00fasenos\u0165ami, ktor\u00e9 vyu\u017e\u00edvame pri pr\u00edprave r\u00f4znych dokumentov, \u010do sa t\u00fdka odborn\u00e9ho vzdel\u00e1vania a\u00a0pr\u00edpravy.<br \/><br \/>Z\u00e1rove\u0148 podot\u00fdkam, \u017ee v predch\u00e1dzaj\u00facom obdob\u00ed sa robila Strat\u00e9gia celo\u017eivotn\u00e9ho vzdel\u00e1vania na roky 21 a\u017e 30. Pripravili sme k tomu aj ak\u010dn\u00fd pl\u00e1n v spolupr\u00e1ci s ministerstvom \u0161kolstva. Tieto veci sa postupne kreuj\u00fa, preto\u017ee na \u0160t\u00e1tnom in\u0161tit\u00fate odborn\u00e9ho vzdel\u00e1vania spolupracujeme nielen na Slovensku s t\u00fdmi, ktor\u00ed maj\u00fa t\u00fa oblas\u0165 na starosti, ale aj so zahrani\u010d\u00edm, tak\u017ee z\u00edskavame podklady a spolupracujeme v r\u00e1mci Eur\u00f3pskej \u00fanie a rie\u0161ime r\u00f4zne projekty s\u00favisiace aj so vzdel\u00e1van\u00edm dospel\u00fdch.<\/p><p><strong>Tak\u017ee nielen vzdel\u00e1vanie stredo\u0161kol\u00e1kov v r\u00e1mci stredn\u00fdch odborn\u00fdch \u0161k\u00f4l, ale aj vzdel\u00e1vanie dospel\u00fdch. Nie je to a\u017e tak dlho, \u010do sme to celo\u017eivotn\u00e9 vzdel\u00e1vanie prebrali do agendy, k\u00a0tomu sa e\u0161te dostaneme&#8230; Ako hodnot\u00ed\u0161 s\u00fa\u010dasn\u00fd stav odborn\u00e9ho vzdel\u00e1vania na Slovensku a ktor\u00e9 oblasti s\u00fa pod\u013ea teba najv\u00e4\u010d\u0161\u00edmi v\u00fdzvami?<\/strong><\/p><p>Ten projekt (Du\u00e1lne vzdel\u00e1vanie) nastavil ur\u010dit\u00e9 pravidl\u00e1, ktor\u00e9 dnes u\u017e platia a zapojenie a\u00a0spolupr\u00e1ca \u0161k\u00f4l a\u00a0firiem sa zintenz\u00edvnila. Dneska to vn\u00edmame ako ve\u013emi siln\u00fa oblas\u0165 spolupr\u00e1ce medzi zamestn\u00e1vate\u013emi, stavovsk\u00fdmi organiz\u00e1ciami, \u0161kolami a\u00a0ministerstvom. V tejto oblasti sa to ve\u013emi silno prepojilo, hlavne v\u00a0trojro\u010dn\u00fdch a\u00a0\u0161tvorro\u010dn\u00fdch odboroch s maturitou, ktor\u00e9 maj\u00fa odborn\u00fa prax viac ako 50 percent, tak\u017ee tam je to du\u00e1lne vzdel\u00e1vanie na vysokej \u00farovni. Tak\u017ee tam sa t\u00e1 spolupr\u00e1ca ve\u013emi zintenz\u00edvnila a mysl\u00edm si, \u017ee je prospe\u0161n\u00e1 pre obidve strany. \u0160koly vedia ten trend udr\u017ea\u0165 len ak bud\u00fa spolupracova\u0165 so zamestn\u00e1vate\u013emi. A tam sa bude tvori\u0165 v podstate t\u00e1 obsahov\u00e1 str\u00e1nka toho \u0161t\u00e1tneho vzdel\u00e1vacieho programu, ktor\u00fd m\u00e1me na starosti my. \u0160t\u00e1tne vzdel\u00e1vacie programy vytv\u00e1rame priamo v pracovn\u00fdch skupin\u00e1ch, na z\u00e1klade toho sa potom \u0161t\u00e1tny vzdel\u00e1vac\u00ed program schva\u013euje na ministerstve \u0161kolstva a\u00a0z neho sa tvoria \u0161kolsk\u00e9 vzdel\u00e1vacie programy.<\/p><p>Tak\u017ee v tomto smere sa odborn\u00e9 vzdel\u00e1vanie v r\u00e1mci kvality posunulo vpred. Vn\u00edmame r\u00f4zne projekty v jednotliv\u00fdch regi\u00f3noch aj v n\u00e1rodn\u00fdch projektoch, ktor\u00e9 chc\u00fa zv\u00fd\u0161i\u0165 kvalitu odborn\u00e9ho vzdel\u00e1vania a pr\u00edpravy nielen po investi\u010dnej str\u00e1nke, ale ide aj o nastavovanie procesov, ktor\u00e9 prispievaj\u00fa ku kvalite. Ak sa tieto procesy premietnu aj do legislat\u00edvy, odborn\u00e9 vzdel\u00e1vanie sa posunie e\u0161te \u010falej. V porovnan\u00ed s rokmi 2013, 2015,\u00a02017 sme sa ve\u013emi posunuli k du\u00e1lnemu vzdel\u00e1vaniu a prepojeniu zamestn\u00e1vate\u013eov a stavovsk\u00fdch organiz\u00e1ci\u00ed s trhom. To znamen\u00e1 trh pr\u00e1ce so \u017eiakmi a \u0161kolami a toto je ve\u013emi d\u00f4le\u017eit\u00fd krok k tomu, aby sme dr\u017eali kvalitu v r\u00e1mci odborn\u00e9ho vzdel\u00e1vania a pr\u00edpravy, len tak m\u00f4\u017eeme zabezpe\u010di\u0165, \u017ee absolventi bud\u00fa pripraven\u00ed pre potreby trhu pr\u00e1ce. Nedar\u00ed sa to \u00faplne vo v\u0161etk\u00fdch odboroch. Z\u00e1le\u017e\u00ed to aj od pr\u00edstupu jednotliv\u00fdch firiem \u010di sektorov. Ve\u013ek\u00e9 firmy, hlavne nemeck\u00e9 firmy, po vzore nemeck\u00e9ho modelu odborn\u00e9ho vzdel\u00e1vania prist\u00fapili seri\u00f3zne k tomuto syst\u00e9mu.<\/p><p>Moment\u00e1lne sa v\u00a0projekte zo \u0161vaj\u010diarskeho finan\u010dn\u00e9ho mechanizmu chceme zaobera\u0165 aj sektormi, ktor\u00e9 nie \u00faplne nasko\u010dili na t\u00fato ist\u00fa vlnu ako tie, \u010do s\u00fa v automobilovom priemysle,\u00a0elektrotechnike, \u201estroj\u00e1rine\u201c. Tak\u017ee aj v tomto smere chceme posun\u00fa\u0165 odborn\u00e9 vzdel\u00e1vanie aj v t\u00fdch sektoroch, v ktor\u00fdch sa moment\u00e1lne nedar\u00ed a\u017e tak dobre.<\/p><p><strong>M\u00f4\u017eeme konkretizova\u0165 odbory, v ktor\u00fdch dajme tomu o\u00a0du\u00e1l bol z\u00e1ujem, ale nejako sa nepodarilo ho implementova\u0165 a ktor\u00e9 pr\u00e1ve rie\u0161i projekt, ktor\u00fd aktu\u00e1lne prebieha na \u0160t\u00e1tnom in\u0161tit\u00fate?<\/strong><\/p><p>Ja by som sa e\u0161te vr\u00e1til k t\u00e9me du\u00e1lneho vzdel\u00e1vania, ktor\u00e9 je neoddelite\u013enou s\u00fa\u010das\u0165ou odborn\u00e9ho vzdel\u00e1vania a pr\u00edpravy. Z m\u00f4jho poh\u013eadu je k\u013e\u00fa\u010dov\u00e9, aby sme posil\u0148ovali tzv. <em>work-based learning<\/em>, teda u\u010denie sa priamo v pracovnom prostred\u00ed. V zahrani\u010d\u00ed je be\u017en\u00e9, \u017ee \u017eiaci absolvuj\u00fa prax u zamestn\u00e1vate\u013eov, naj\u010dastej\u0161ie v tre\u0165om alebo \u0161tvrtom ro\u010dn\u00edku. Pr\u00e1ve tak\u00e1to sk\u00fasenos\u0165 je pod\u013ea m\u0148a ve\u013emi d\u00f4le\u017eit\u00fdm krokom k zv\u00fd\u0161eniu kvality pr\u00edpravy \u017eiakov na ich bud\u00face povolanie. Tak\u017ee z m\u00f4jho poh\u013eadu aj toto prispelo k tomu, \u017ee t\u00e1 prax sa m\u00f4\u017ee zlep\u0161i\u0165 aj preto, lebo zamestn\u00e1vatelia s\u00fa dnes inak pripraven\u00ed. Vo firm\u00e1ch p\u00f4sobia hlavn\u00ed in\u0161truktori, ktor\u00ed pre\u0161li potrebn\u00fdm legislat\u00edvnym procesom a sp\u013a\u0148aj\u00fa stanoven\u00e9 podmienky. Navy\u0161e, zamestn\u00e1vatelia prech\u00e1dzaj\u00fa certifik\u00e1ciou prostredn\u00edctvom stavovsk\u00fdch a profesijn\u00fdch organiz\u00e1ci\u00ed, \u010do pom\u00e1ha udr\u017eiava\u0165 vysok\u00fa kvalitu praktick\u00e9ho vyu\u010dovania. Aj preto si mysl\u00edm, \u017ee du\u00e1lne vzdel\u00e1vanie dnes nabralo spr\u00e1vny smer a m\u00e1 siln\u00fd potenci\u00e1l. <br \/><br \/>Nie v\u0161etk\u00fdm sektorom sa v\u0161ak podarilo zapoji\u0165 rovnako \u00faspe\u0161ne. Spolu s ministerstvom \u0161kolstva, stavovsk\u00fdmi a profesijn\u00fdmi organiz\u00e1ciami vid\u00edme e\u0161te ve\u013ek\u00fd priestor na zlep\u0161enie v stavebn\u00edctve, po\u013enohospod\u00e1rstve a potravin\u00e1rstve. Chceli by sme, aby sa aj tieto odvetvia pribl\u00ed\u017eili k \u00farovni sektorov, ktor\u00e9 s\u00fa u\u017e v du\u00e1lnom vzdel\u00e1van\u00ed ve\u013emi siln\u00e9, ako napr\u00edklad automobilov\u00fd priemysel, elektrotechnika \u010di stroj\u00e1rstvo. Aj preto sme v r\u00e1mci \u0160vaj\u010diarskeho finan\u010dn\u00e9ho mechanizmu nastavili projekt tak, aby sme sa zamerali pr\u00e1ve na tieto oblasti a podporili ich \u010fal\u0161\u00ed rozvoj.<\/p><p><strong>Du\u00e1l nepochybne zv\u00fd\u0161il z\u00e1ujem \u017eiakov o stredn\u00e9 odborn\u00e9 vzdel\u00e1vanie, preto\u017ee mus\u00edme prizna\u0165, \u017ee e\u0161te p\u00e1r rokov dozadu bolo obdobie, kedy stredn\u00e9 odborn\u00e9 vzdel\u00e1vanie, zvl\u00e1\u0161\u0165 v niektor\u00fdch oblastiach, z\u00e1pasilo s\u00a0nedostatkom \u017eiakov. Zmenilo sa to? Zv\u00fd\u0161il sa z\u00e1ujem o odborn\u00e9 vzdel\u00e1vanie a\u00a0pr\u00edpravu?<\/strong><\/p><p>V n\u00e1rodnom projekte sa nastavovalo viacero vec\u00ed. Jednou z nich je aj pl\u00e1n v\u00fdkonov, preto\u017ee si mysl\u00edme, \u017ee \u0161t\u00e1t by mal by\u0165 pripraven\u00fd na to, \u017ee bude rie\u0161i\u0165 to, \u010do je v s\u00favislosti s trhom pr\u00e1ce v r\u00e1mci pr\u00edpravy bud\u00facich zamestnancov d\u00f4le\u017eit\u00e9. Tak\u017ee to bola jedna oblas\u0165, kde sa urobili ur\u010dit\u00e9 kroky, a samozrejme t\u00fdm, \u017ee do procesu vst\u00fapili zamestn\u00e1vatelia a rie\u0161ia motiv\u00e1ciu aj prepojenie so \u017eiakmi, aj tam nastal ur\u010dit\u00fd progres.<\/p><p>D\u00f4le\u017eit\u00e9 je, aby to nebol n\u00e1bor \u017eiakov, ale v\u00fdber \u017eiakov a ukazuje sa n\u00e1m, \u017ee pokia\u013e je kvalita v\u00fdberov\u00e9ho procesu mo\u017en\u00e1, tak samozrejme aj kvalita \u017eiakov je \u00faplne inde, ako bola predt\u00fdm. A akon\u00e1hle tam vstupuje siln\u00fd partner a to je ten zamestn\u00e1vate\u013e, tak potom sa zvy\u0161uje aj kvalita procesu \u010di u\u017e pri doch\u00e1dzke alebo aj pri v\u00fdsledkoch. Teraz je pre \u017eiakov omnoho d\u00f4le\u017eitej\u0161ie, ma\u0165 v\u00fdsledky aj v \u0161kole aj t\u00fa prax priamo u zamestn\u00e1vate\u013eov.<\/p><p><strong>\u010ci\u017ee pokia\u013e si \u0161kola vyber\u00e1 a\u00a0maj\u00fa aj \u017eiaci ten pocit a t\u00fa vedomos\u0165, tak sa to odzrkad\u013euje v tom, ako k \u0161kole pristupuj\u00fa&#8230;<\/strong><\/p><p>Samozrejme, zamestn\u00e1vate\u013e je nosn\u00fdm prvkom v tom, \u017ee sa na \u017eiakov pozer\u00e1 ako na potenci\u00e1lnych bud\u00facich zamestnancov a aj t\u00fa pr\u00edpravu smeruje k tomu, aby sa v bud\u00facnosti stali ich zamestnancami. A potom ten pr\u00edstup vn\u00edmaj\u00fa aj \u017eiaci. Vn\u00edmaj\u00fa to prepojenie so zamestn\u00e1vate\u013eom&#8230; inak ako ke\u010f maj\u00fa iba prax na \u0161kole. Tak\u017ee toto je d\u00f4le\u017eit\u00fd prvok, ktor\u00fd posil\u0148uje motiv\u00e1ciu \u017eiakov.<\/p><p><strong>Viackr\u00e1t sme tu spomenuli spolupr\u00e1cu. Spolupr\u00e1cu so \u0161kolami aj so zamestn\u00e1vate\u013emi. Ako presne prebieha t\u00e1 spolupr\u00e1ca? Je tu priestor zo strany \u0160iov-u na roz\u0161\u00edrenie tej spolupr\u00e1ce? <\/strong><\/p><p>My neust\u00e1le spolupracujeme so \u0161kolami, medzi \u0161kolami \u010dasto p\u00f4sob\u00edm, chod\u00edm na \u0161koly po celom Slovensku&#8230; Vn\u00edmam aj plusov\u00e9 veci, aj tie, ktor\u00e9 by sme mohli vylep\u0161i\u0165. Je tu spolupr\u00e1ca s vy\u0161\u0161\u00edmi \u00fazemn\u00fdmi celkami ako hlavn\u00fdmi zria\u010fovate\u013emi odborn\u00fdch \u0161k\u00f4l. Z\u00e1rove\u0148 \u010dasto komunikujeme so stavovsk\u00fdmi a profesijn\u00fdmi organiz\u00e1ciami, ktor\u00e9 maj\u00fa svoju Radu zamestn\u00e1vate\u013eov pre OVP. Pre m\u0148a je d\u00f4le\u017eit\u00e9, aby sme o tom debatovali, aby sme spolupracovali, \u010di u\u017e v r\u00e1mci stavovsk\u00fdch organiz\u00e1ci\u00ed, vy\u0161\u0161\u00edch \u00fazemn\u00fdch celkov, ale z\u00e1rove\u0148 aj so \u0161kolami. Komunikovali o tom, ako to vylep\u0161i\u0165, ako h\u013eada\u0165 rie\u0161enia nielen cez \u0161t\u00e1tne vzdel\u00e1vacie programy, ale celkov\u00fa spolupr\u00e1cu medzi jednotliv\u00fdmi akt\u00e9rmi odborn\u00e9ho vzdel\u00e1vania a pr\u00edpravy. Tak\u017ee v tomto smere si mysl\u00edm, \u017ee \u0160iov je to poj\u00edtko medzi t\u00fdmito akt\u00e9rmi. A ja si s\u00e1m beriem za \u00falohu v\u017edy, \u017ee h\u013ead\u00e1m to rie\u0161enie, aby sme to posunuli zase tou kvalitou dopredu.<\/p><p><strong>To si mi nahral, preto\u017ee my nem\u00f4\u017eeme by\u0165 nejak\u00fdm solit\u00e9rom, ostrovom s\u00e1m pre seba, ale mus\u00edme by\u0165 s\u00fa\u010das\u0165ou nejakej siete. \u010ci\u017ee spolupracujeme tak ako sme hovorili so \u0161kolami, zamestn\u00e1vate\u013emi, \u010fal\u0161\u00edmi priamo riaden\u00fdmi organiz\u00e1ciami, rezortom \u0161kolstva, \u010fal\u0161\u00edmi rezortmi a partnermi. Moja ot\u00e1zka bola p\u00f4vodne, ak\u00e1 je na\u0161a \u00faloha a poz\u00edcia v tejto sieti, tak\u017ee sme <em>poj\u00edtko<\/em>?<\/strong><\/p><p>\u00c1no, ur\u010dite sme t\u00e1 organiz\u00e1cia, ktor\u00e1 prep\u00e1ja jednotliv\u00fdch akt\u00e9rov v odbornom vzdel\u00e1van\u00ed. Rie\u0161ime to nielen s ministerstvom \u0161kolstva, ale \u010dastokr\u00e1t spolupracujeme s\u00a0Nivam-om (N\u00e1rodn\u00fd in\u0161tit\u00fat vzdel\u00e1vania a\u00a0ml\u00e1de\u017ee), tak\u017ee s pani gener\u00e1lnou riadite\u013ekou som tie\u017e v\u00a0spojen\u00ed. To ist\u00e9 s\u00a0V\u00fadpapom (V\u00fdskumn\u00fd \u00fastav detskej psychol\u00f3gie a\u00a0patopsychol\u00f3gie) a s\u00a0CVTI (Centrum vedecko-technick\u00fdch inform\u00e1ci\u00ed SR). Takisto rie\u0161ime so Sekciou stredn\u00fdch \u0161k\u00f4l a celo\u017eivotn\u00e9ho vzdel\u00e1vania na pravidelnej b\u00e1ze, so \u0161t\u00e1tnym tajomn\u00edkom&#8230; Tak\u017ee my h\u013ead\u00e1me rie\u0161enia pre cel\u00fa sie\u0165 odborn\u00fdch \u0161k\u00f4l a prepojenie s trhom pr\u00e1ce, samozrejme.<\/p><p><strong>Vzdel\u00e1vacie trendy sa menia, ak\u00e9 trendy vid\u00ed\u0161 ako najrelevantnej\u0161ie pre odborn\u00e9 vzdel\u00e1vanie v bl\u00edzkej bud\u00facnosti a zauj\u00edma ma, \u010di \u0161koly na ne reaguj\u00fa a \u010di reaguj\u00fa dostato\u010dne? S\u00fa schopn\u00e9 a ochotn\u00e9 reagova\u0165 na meniace sa trendy odborn\u00e9ho vzdel\u00e1vania?<\/strong><\/p><p>Samozrejme, nie v\u0161etky \u0161koly s\u00fa pripraven\u00e9&#8230; Na Slovensku je ur\u010dit\u00e1 v\u00fdzva rie\u0161i\u0165 optimaliz\u00e1ciu siete \u0161k\u00f4l, lebo m\u00e1me naozaj ve\u013ea \u0161k\u00f4l, kde je menej \u017eiakov, ako by bolo vhodn\u00e9. Potom sa tam kumuluj\u00fa nejak\u00e9 veci, ktor\u00e9 nie s\u00fa vhodn\u00e9 pre kvalitu vyu\u010dovacieho procesu, a t\u00fdm p\u00e1dom doch\u00e1dza k tomu, \u017ee nevieme zabezpe\u010di\u0165 t\u00fa kvalitu v\u00a0to\u013ek\u00fdch \u0161kol\u00e1ch a ch\u00fdbaj\u00fa n\u00e1m, samozrejme, pedagogick\u00ed zamestnanci. To je \u010fal\u0161ia ve\u013ek\u00e1 t\u00e9ma, ktor\u00fa bude musie\u0165 \u0161kolstvo rie\u0161i\u0165 v bud\u00facom obdob\u00ed. Ale je tu aj digitaliz\u00e1cia, zelen\u00e1 transform\u00e1cia, umel\u00e1 inteligencia.<\/p><p>Jedn\u00fdm z projektov, ktor\u00fdm chceme rie\u0161i\u0165 kvalitu vzdel\u00e1vania na stredn\u00fdch odborn\u00fdch \u0161kol\u00e1ch, je Centrum excelentnosti odborn\u00e9ho vzdel\u00e1vania a\u00a0pr\u00edpravy, kde chceme prepoji\u0165 stredn\u00fa \u0161kolu so zamestn\u00e1vate\u013emi a stavovsk\u00fdmi a profesijn\u00fdmi organiz\u00e1ciami a samozrejme aj s univerzitami. Chceme zabezpe\u010di\u0165, aby \u017eiaci u\u017e na z\u00e1kladnej \u0161kole vedeli, \u010do sa bude dia\u0165 na stredn\u00fdch \u0161kol\u00e1ch. Na \u0161kol\u00e1ch by malo prebieha\u0165 vzdel\u00e1vanie pedagogick\u00fdch zamestnancov a v\u0161etky tie veci, ktor\u00e9 s\u00fa nov\u00e9, trendov\u00e9. Mali by to by\u0165 trendsetteri vo svojom sektore, \u0161koly, ktor\u00e9 sa postupne stan\u00fa in\u0161tit\u00faciami schopn\u00fdmi zabezpe\u010dova\u0165 nielen odborn\u00e9 vzdel\u00e1vanie pre \u017eiakov, ale aj vzdel\u00e1vanie dospel\u00fdch a pedagogick\u00fdch zamestnancov. Pr\u00e1ve prebiehaj\u00faci projekt vytv\u00e1ra p\u00f4du na to, aby sa v priebehu troch rokov tieto \u0161koly posunuli na vy\u0161\u0161iu \u00farove\u0148 a dok\u00e1zali komplexne rie\u0161i\u0165 t\u00e9my, ktor\u00e9 s\u00fa pre dan\u00fd sektor k\u013e\u00fa\u010dov\u00e9.<\/p><p><strong>Dotkli sme sa u\u017e viacer\u00fdch minul\u00fdch aj s\u00fa\u010dasn\u00fdch projektov a treba poveda\u0165, \u017ee projekty s\u00fa neoddelite\u013enou s\u00fa\u010das\u0165ou \u010dinnosti \u0160t\u00e1tneho in\u0161tit\u00fatu odborn\u00e9ho vzdel\u00e1vania&#8230; Po\u010fme si v skratke predstavi\u0165 aktu\u00e1lne projekty, aby sme \u017eiadny neopomenuli.<\/strong><\/p><p>Tu mus\u00edm kon\u0161tatova\u0165 jednu vec, \u017ee sa n\u00e1m podarilo prepoji\u0165 ministerstvo \u0161kolstva so \u0160IOV-om v tom zmysle, \u017ee rie\u0161ime tie projekty vo ve\u013ekej spolupr\u00e1ci. Vytv\u00e1rali sme ich spolo\u010dne, tak\u017ee nie sme oddelen\u00ed od toho, \u010do sa bude dia\u0165 v bud\u00facnosti a ve\u013emi \u00fazko komunikujeme aj so \u0161t\u00e1tnym tajomn\u00edkom a dokonca s p\u00e1nom ministrom. Tak\u017ee toto si ve\u013emi v\u00e1\u017eim v tom, \u017ee nie sme ostrov\u010dek, ktor\u00fd si vytvor\u00ed projekt a t\u00fdm sa to skon\u010d\u00ed, ale sk\u00f4r o tom, \u017ee ten z\u00e1klad sme nejak\u00fd mali predt\u00fdm na \u0160IOV-e a teraz rie\u0161ime \u010fal\u0161ie projekty.<\/p><p>Tak\u017ee len zopakujem, m\u00e1me n\u00e1rodn\u00fd projekt Centr\u00e1 excelentnosti odborn\u00e9ho vzdel\u00e1vania a pr\u00edpravy. Potom m\u00e1me Zavedenie mana\u017e\u00e9rstva kvality pre OVP a vzdel\u00e1vanie dospel\u00fdch. To znamen\u00e1, \u017ee to je \u010fal\u0161ia t\u00e9ma, ktor\u00e1 je ve\u013emi siln\u00e1 v r\u00e1mci odborn\u00e9ho vzdel\u00e1vania a pr\u00edpravy a vzdel\u00e1vania dospel\u00fdch. Dostalo sa n\u00e1m cti urobi\u0165 projekt v r\u00e1mci Pl\u00e1nu obnovy a\u00a0odolnosti Repower E\u00da, tak\u017ee toto je \u010fal\u0161ia tak\u00e1 \u010das\u0165, na ktorej intenz\u00edvne pracujeme a\u00a0ktor\u00e1 m\u00e1 by\u0165 hotov\u00e1 v \u0161iestom mesiaci roku 2026. Rie\u0161i sa tu nielen vybavenie \u0161k\u00f4l, ale aj vzdel\u00e1vanie pedagogick\u00fdch zamestnancov a pripravujeme akreditovan\u00fd vzdel\u00e1vac\u00ed program pre dospel\u00fdch. To znamen\u00e1, \u017ee toto je \u010fal\u0161ia \u010das\u0165, ktor\u00fa ve\u013emi chceme podporova\u0165 aj v bud\u00facnosti a ver\u00edm, \u017ee \u0161koly bud\u00fa ma\u0165 pr\u00edle\u017eitos\u0165 rie\u0161i\u0165 aj vzdel\u00e1vanie dospel\u00fdch v\u00a0jednotliv\u00fdch sektoroch. A potom je \u0161tvrt\u00fd projekt, takzvan\u00fd \u0161vaj\u010diarsky finan\u010dn\u00fd mechanizmus, kde rie\u0161ime, tak ako som spom\u00ednal, tie tri sektory, potom rie\u0161ime vzdel\u00e1vanie cudzincov, ktor\u00ed by sa mali etablova\u0165 na trh pr\u00e1ce a\u00a0hlavne jazykovo pripravi\u0165 po odbornej str\u00e1nke a \u010fal\u0161ie t\u00e9my, ktor\u00e9 vyplynuli z predch\u00e1dzaj\u00facich rokov ako je odborn\u00e1 maturita, majstrovsk\u00e9 sk\u00fa\u0161ky a\u00a0prechod Q odboru, to je t\u00e1 nadstavba, ktor\u00e1 by mohla plynule prejs\u0165 k bakal\u00e1rskemu \u0161t\u00fadiu, a z\u00e1rove\u0148 transform\u00e1cia priemysloviek na vy\u0161\u0161ie odborn\u00e9 alebo vy\u0161\u0161ie priemyseln\u00e9 \u0161koly.<\/p><p><strong>Nie je to a\u017e tak d\u00e1vno, \u010do n\u00e1m pribudlo do agendy celo\u017eivotn\u00e9 vzdel\u00e1vanie na Slovensku. Pod\u013ea m\u00f4jho n\u00e1zoru, oprav ma ak sa m\u00fdlim, je potrebn\u00e9 st\u00e1le zd\u00f4raz\u0148ova\u0165 jeho d\u00f4le\u017eitos\u0165 v\u00a0spolo\u010dnosti. Pre\u010do je to tak a ako \u0160IOV podporuje celo\u017eivotn\u00e9 vzdel\u00e1vanie?<\/strong><\/p><p>Tak ako som u\u017e spom\u00ednal, my sme boli osloven\u00ed ministerstvom \u0161kolstva, aby sme spolupracovali pri pr\u00edprave Strat\u00e9gie celo\u017eivotn\u00e9ho vzdel\u00e1vania na roky 2021 a\u017e 2030, \u010do sa n\u00e1m podarilo schv\u00e1li\u0165 vl\u00e1dou. Z\u00e1rove\u0148 k tomu bol ak\u010dn\u00fd pl\u00e1n, ktor\u00fd sa teraz\u00a0 vyhodnocuje. Tak\u017ee sme s\u00fa\u010das\u0165ou tej pr\u00edpravy strat\u00e9gie a ak\u010dn\u00e9ho pl\u00e1nu a ve\u013ea vec\u00ed sa n\u00e1m podarilo spravi\u0165 v r\u00e1mci t\u00fdchto n\u00e1rodn\u00fdch projektov. K tomu mana\u017ementu kvality, tam je pri odbornom vzdel\u00e1van\u00ed a pr\u00edprave a vzdel\u00e1van\u00ed dospel\u00fdch jedna z vec\u00ed, ktor\u00fa chceme rie\u0161i\u0165 a to je certifik\u00e1cia vzdel\u00e1vac\u00edch in\u0161tit\u00faci\u00ed, aby sme zv\u00fd\u0161ili kvalitu vzdel\u00e1vania pre dospel\u00fdch. Certifik\u00e1cia a akredit\u00e1cia. Tak\u017ee jedna vec je spolupr\u00e1ca s Alianciou sektorov\u00fdch r\u00e1d, ktor\u00e1 bude zabezpe\u010dova\u0165 akredit\u00e1ciu vzdel\u00e1vac\u00edch programov, pri\u010dom my sa uch\u00e1dzame o mo\u017enos\u0165 realizova\u0165 certifik\u00e1ciu vzdel\u00e1vac\u00edch in\u0161tit\u00faci\u00ed.<\/p><p>Okrem toho rie\u0161ime viacero projektov, ktor\u00e9 sa premietaj\u00fa do na\u0161ej agendy v oblasti vzdel\u00e1vania dospel\u00fdch, napr\u00edklad eur\u00f3psku platformu EPALE, iniciat\u00edvu Europass \u010di \u010dinnos\u0165 N\u00e1rodn\u00e9ho koordin\u00e1tora vzdel\u00e1vania dospel\u00fdch (NKVD). V r\u00e1mci kraj\u00edn V4 analyzujeme syst\u00e9m individu\u00e1lnych vzdel\u00e1vac\u00edch \u00fa\u010dtov, preto\u017ee ministerstvo \u0161kolstva pripravuje nielen platformu, ale aj syst\u00e9m vzdel\u00e1vania cez individu\u00e1lne vzdel\u00e1vacie \u00fa\u010dty, pri ktor\u00e9ho tvorbe budeme n\u00e1pomocn\u00ed. Nespomenul som mo\u017eno v\u0161etky, ale beriem to ako v\u00fdber toho, \u010do mi moment\u00e1lne napadlo, ale t\u00fdch t\u00e9m je omnoho viac.<\/p><p>Moji kolegovia by ma mo\u017eno e\u0161te upozornili na to, \u017ee m\u00e1me region\u00e1lne centr\u00e1. Podarilo sa n\u00e1m uskuto\u010dni\u0165 jednu z\u00e1sadn\u00fa vec, \u017ee m\u00e1me v regi\u00f3noch \u013eud\u00ed, ktor\u00ed rie\u0161ia priame platby pre zamestn\u00e1vate\u013eov, z\u00e1rove\u0148 rie\u0161ia spolupr\u00e1cu medzi z\u00e1kladn\u00fdmi \u0161kolami a stredn\u00fdmi \u0161kolami a zamestn\u00e1vate\u013emi pri du\u00e1lnom vzdel\u00e1van\u00ed. Ur\u010dite im teraz pribudne agenda s\u00favisiaca so vzdel\u00e1van\u00edm dospel\u00fdch a samozrejme bud\u00fa n\u00e1pomocn\u00ed aj v r\u00e1mci projektov.<\/p><p>A druh\u00e1 vec, ktor\u00e1 ma te\u0161\u00ed, \u017ee sa n\u00e1m podarilo cez n\u00e1rodn\u00fd projekt rie\u0161i\u0165 TalentCentrum,\u00a0 ktor\u00e9 je moment\u00e1lne v Nitre, n\u00e1sledne na to vzniklo v Trnave a tu zabezpe\u010dujeme cez \u0160IOV, aby sa \u017eiaci spr\u00e1vne zorientovali na trhu pr\u00e1ce, respekt\u00edve aby si spr\u00e1vne vybrali svoje bud\u00face povolanie. Chceme im da\u0165 preh\u013ead toho, \u010do sa deje v r\u00e1mci odborn\u00e9ho vzdel\u00e1vania a pr\u00edpravy a kde by sa mohli v bud\u00facnosti uplatni\u0165. Ka\u017ed\u00fd, kto m\u00e1 z\u00e1ujem, sa m\u00f4\u017ee \u00eds\u0165 pozrie\u0165. Je to \u00faspe\u0161n\u00fd projekt z h\u013eadiska toho, \u017ee deti a ich kari\u00e9rov\u00ed poradcovia si to ve\u013emi pochva\u013euj\u00fa a vracaj\u00fa sa sp\u00e4\u0165. Je d\u00f4le\u017eit\u00e9 meni\u0165 poh\u013ead na odborn\u00e9 \u0161kolstvo &#8211; nie je to \u017eiadna prek\u00e1\u017eka v \u010fal\u0161om rozvoji, pr\u00e1ve naopak, pre mnoh\u00fdch mlad\u00fdch \u013eud\u00ed predstavuje \u0161tartovaciu dr\u00e1hu k \u00faspe\u0161nej kari\u00e9re.<\/strong><\/p><p>Ke\u010f deti prich\u00e1dzali do TalentCentra, mnoh\u00e9 z nich si mysleli, \u017ee zo strednej odbornej \u0161koly sa ned\u00e1 pokra\u010dova\u0165 na vysok\u00fa \u0161kolu. Samozrejme, nie je to pravda &#8211; neplatilo to ani v minulosti a u\u017e v\u00f4bec nie dnes, pokia\u013e m\u00e1 odborn\u00e1 \u0161kola svoju kvalitu. Z m\u00f4jho poh\u013eadu maj\u00fa \u017eiaci plnohodnotn\u00fd priestor na \u010fal\u0161\u00ed rozvoj a ak maj\u00fa amb\u00edciu, m\u00f4\u017eu sa bez probl\u00e9mov dosta\u0165 na vysok\u00fa \u0161kolu. Absolventi odborn\u00fdch \u0161k\u00f4l s\u00fa \u010dasto ve\u013emi dobr\u00ed odborn\u00edci a\u00a0dar\u00ed sa im aj vo vysoko\u0161kolskom \u0161t\u00fadiu. Siln\u00fd z\u00e1klad, ktor\u00fd z\u00edskaj\u00fa na strednej \u0161kole \u2013 najm\u00e4 v predmetoch ako matematika, fyzika \u010di \u010fal\u0161\u00edch v\u0161eobecnovzdel\u00e1vac\u00edch oblastiach \u2013 im d\u00e1va pevn\u00fd predpoklad pre pokra\u010dovanie vo vzdel\u00e1van\u00ed a nesk\u00f4r aj pre \u00faspe\u0161n\u00e9 uplatnenie v odbore, ktor\u00fd vy\u0161tudovali. Stredn\u00e1 odborn\u00e1 \u0161kola teda rozhodne nie je uzavretou skrinkou, ktor\u00e1 neumo\u017e\u0148uje \u010fal\u0161ie vzdel\u00e1vanie. E\u0161te poviem k\u00a0tzv. Q odborom. To je trojro\u010dn\u00e1 nadstavba, kde zamestn\u00e1vatelia v niektor\u00fdch pr\u00edpadoch rie\u0161ia nadodborn\u00e9 vzdel\u00e1vanie, teda odborn\u00e9 vzdel\u00e1vanie vo vy\u0161\u0161ej \u00farovni a tam u\u017e naozaj doch\u00e1dza k tej kvalite priamo s t\u00fdm zamestn\u00e1vate\u013eom a to m\u00e1 ve\u013ek\u00fd v\u00fdznam pre bud\u00facnos\u0165 v r\u00e1mci odborn\u00e9ho vzdel\u00e1vania a pr\u00edpravy.<\/p><p><strong>Ako vyzer\u00e1 bud\u00facnos\u0165 odborn\u00e9ho vzdel\u00e1vania na Slovensku v porovnan\u00ed so zvy\u0161kom Eur\u00f3py?<\/strong><\/p><p>Mysl\u00edm, \u017ee sme nast\u00fapili spr\u00e1vny trend. To prepojenie so zamestn\u00e1vate\u013emi je nevyhnutn\u00e9, jednozna\u010dne to bez toho nep\u00f4jde. Na\u0161tartovali sme ur\u010dit\u00fd proces, ale treba v \u0148om pokra\u010dova\u0165. V okolit\u00fdch krajin\u00e1ch ako Nemecko, Rak\u00fasko, kde to u\u017e be\u017e\u00ed dlh\u0161ie obdobie, s\u00fa tie podmienky u\u017e in\u00e9. A my sme sa s\u00edce in\u0161pirovali Rak\u00faskom, ale teraz napr\u00edklad ned\u00e1vno sme boli osloven\u00ed rak\u00faskymi kolegami, aby sme pomohli Srbom sa zorientova\u0165 v du\u00e1lnom syst\u00e9me vzdel\u00e1vania, tak\u017ee aj my sme u\u017e ur\u010dit\u00e1 in\u0161pir\u00e1cia. Samozrejme, najd\u00f4le\u017eitej\u0161ie je to prepojenie so zamestn\u00e1vate\u013emi a to nie je jednoduch\u00e9. Ten re\u0161pekt, \u010di u\u017e partnerov, \u010di ministerstva \u0161kolstva alebo priamo riaden\u00fdch organiz\u00e1ci\u00ed a hlavne vo vn\u00fatri \u0160t\u00e1tneho in\u0161tit\u00fatu odborn\u00e9ho vzdel\u00e1vania, aby sme vytvorili t\u00edm, ktor\u00fd chce posun\u00fa\u0165 odborn\u00e9 vzdel\u00e1vanie, ale aj vzdel\u00e1vanie dospel\u00fdch na vy\u0161\u0161iu \u00farove\u0148.
